The Committee for Industrial Organization was formed by the presidents of eight international unions in 1935. The presidents of these unions were dissatisfied with the American Federation of Labor's unwillingness to commit itself to a program of organizing industrial unions. Local 11 of the UPWA started as a local union in 1935 and became part of the Packinghouse Worker Organizing Committee of the CIO in 1937. In 1943 the UPWA-CIO was established and Local 11 became the official Boston local. After the Colonial Strike of 1954-1955, Local 11 was de-certified by the NLRB as a result of a vote by non-strikers. The union was recertified as Local 616 in 1956 after the strike settlement.
